Publication documents (publicatiestukken)
Publication documents (publicatiestukken) are the documents that a legal entity, by law, makes public in the Dutch Business Register. Their scope depends on the size class.
What do publication documents mean?
Publication documents (publicatiestukken) are the documents that a legal entity, by law, makes public in the Dutch Business Register. Their scope depends on the size class.
An internal set of annual accounts sometimes contains more detail than the public version. Abridged publication does not mean that the bookkeeping or internal accountability may be left out.
How does it work?
Besides the annual accounts as the board prepares them and the meeting adopts them, the inrichtingsjaarrekening (the full set as prepared), there is a version for the Business Register. It may be shorter because Title 9 grants exemptions per size class. The NBA (the Dutch professional body of accountants) describes publication documents in Standard 4410 as the annual accounts made public on the basis of art. 2:394 DCC, other than the inrichtingsjaarrekening.
What must be in them: micro entities only the abridged balance sheet (art. 2:395a(8) DCC); small entities the abridged balance sheet and the notes (art. 2:396(8) DCC); medium-sized entities an abridged balance sheet and a profit and loss account that may begin at the gross operating result (art. 2:397(3) and (5) DCC), with notes, management report and auditor's report; large entities everything. For adopted annual accounts you state the date of adoption (art. 2:394(1) DCC). If you must file before adoption, state that the annual accounts have not yet been adopted and do not fill in an adoption date (paragraph 2).
Example
The internal annual accounts of a small BV show € 3.000.000 turnover and € 180.000 result. For the Business Register what remains is: a balance sheet in main items (fixed assets € 400.000, current assets € 900.000, equity € 550.000, provisions € 50.000, liabilities € 700.000, of which € 200.000 longer than a year) and the notes with accounting policies and the average number of employees. Check: 400.000 + 900.000 = 550.000 + 50.000 + 700.000 = € 1.300.000. Turnover and result are not in the public version.
In the annual accounts
Public annual accounts at the KVK; micro, small, medium-sized and large entities differ.
Difference from the inrichtingsjaarrekening
The inrichtingsjaarrekening is the full document for shareholders, bank and tax authorities; the publication documents are the statutory minimum for everyone. The exemptions for what you prepare and for what you file are in different paragraphs: for small entities paragraphs 3 to 7 versus paragraph 8 of art. 2:396 DCC.
Common mistakes
- Uploading the internal set without a check
- Ignoring a missing report where an audit is required
What to watch for
- Make the publication version after adoption, or in time if the rule in art. 2:394(2) DCC requires not-yet-adopted annual accounts to be made public. Use the same figures; see preparing publication documents.
- All classes file electronically: micro and small since financial year 2016, medium-sized since 2017 and large from 2025 (KVK (Dutch Chamber of Commerce)).
- Where an audit is required, the auditor's report belongs with the documents; if it is missing, you state why (art. 2:392(1) DCC).

Frequently asked questions
May you file the full annual accounts instead of the abridged ones?
Yes. You do not have to use the exemptions. Whoever makes more public than necessary does show turnover and margin to everyone who consults the Business Register.
Does the KVK check the content of publication documents?
No. The KVK registers the documents submitted and does not check the content; the board answers for that.
